What is the CCC Self Declaration?
The CCC Self Declaration is the official certification process for specific products in adition to the traditional CCC certification process. This process is established by the Certification and Accreditation Administration of China (CNCA).
The CCC Self-Declaration (also called China Self-Declaration, Declaration of Compliance (DoC), Self-Declaration of Compulsory Product Certification/ Self-Declaration of Certification and/or China Supplier Declaration of Conformity (SDoC)), certifies that the manufactured products comply with the Chinese standards, and that product conformity is continuously maintained in accordance with Chinese regulations. The CCC certification, which can be achieved through a CCC SDoC, is compulsory for products that are imported to or sold in the Chinese market.
For this CCC Self-Declaration process, the applicant must be a Chinese company with a Chinese contact person in China. The applicant can only be a subsidiary or the distributor / importer of the manufacturer. At CCIC Europe Testing we can offer clients without a company in China the placement of a CCC applicant service to facilitate this process.
A Chinese cooperation partner acts as the CCC Self-Declaration applicant and will upload the necessary documents into the CNCA database. All your manufacturing facilities can be registered for the CCC Self-Declaration through this applicant.
The manufacturer’s CCC declaration resembles a simplified form of conventional CCC certification, but is associated with considerably higher risks for manufacturers and applicants.
The CCC SDoC is subject to the general CNCA implementation rule CNCA-00C-008: 2018. However, the respective CNCA implementation regulations for the individual component categories remain valid and must be observed by manufacturers.

According to the Announcement of the State Administration for Market Regulation in regard to the adjustment and improvement of the compulsory certification products catalogue and implementation requirements (2019 No.44), CQC will carry out CQC certification for products no longer require compulsory certification management and products of compulsory product certification through self-declaration evaluation.
The procedures of applying for CQC certification are as follows:
- Products which have not applied for CCC certification before
For products in SMAR Announcement 2019 No.44, those which have not applied for CCC certification may apply for CQC certification according to the corresponding certification items in Attachment 1, and the certification requirements could be found in the corresponding CQC certification rules. The company shall visit the CQC Product Certification Online System to apply.
- Products which have already applied for CCC certification
- 2.1 Products already had CCC certificates
For products in SAMR Announcement 2019 No.44, if CQC has already issued CCC certificates (the status of the certificates is normal or suspended), the enterprise may fill in the «Application forCertification Conversion» (Attachment 3) according to the Conversion Procedure (Attachment 2). After submitting it to CQC for confirmation, those products will convert to CQC certification and have renewed CQC certificates.
- 2.2 Products in the process of CCC certification
For the products in SAMR Announcement 2019 No.44, if CQC has not completed the CCC certification yet (the CCC certificates are not issued), the company may fill in the «Application for Certification Conversion» according to the Conversion Procedure. After submitting it to CQC for confirmation, those products shall convert to CQC certification and obtain CQC certificates if all the certification requirements are met.
